The Légion d'Honneur was established by Napoléon on 19 May 1802 as a military and civil order of merit. The second official distribution of it was staged on 16 August 1804 at his camp at Boulogne, when the emperor personally presented the decoration to some 2,000 recipients. The obverse design is a direct numismatic reference to the first- and second-century sestertii showing the emperor distributing largesse to the citizens of Rome
